She could be either excited or frightened. I had a cocker spaniel and whenever certain people (like my grandparents) would come over she would pee a little bit. Watch the way that people are talking to her, whether their voice is firm or soft and how they're standing (whether or not it may seem like a threatening posture to a puppy) to find out exactly what emotion she's feeling. But it sounds like a pretty simple case of your puppy just getting really excited.
