Well, generally, mother dogs do not leave their young unattended so early unless something was wrong with either mother or puppies. If you believe she has already given birth, then you need to find them and bring both them and the mother to the vet to have them checked out. Sometimes animals who have just given birth will reject their litters because the babies are sick or the mother thinks them too weak. Or perhaps the mother is sick and needs medical attention. Or perhaps she just hasn't had them yet...
