I'm neither of those things, however, I can code a small amount in perl, php, and ruby. Generally, I use those two terms interchangeably, so I would say they are synonyms, and there isn't a difference between programmer & developer.
Actually, I hate to contradict my friend thedude... however...
A developer is one who looks at the whole aspect of producing a program or system, while a programmer tends to just do the programming itself. However, most developers are also programmers.
For example, thedude is a developer, he can do some coding, but he also is very involved in the right feature set of Funadvice, making sure it can scale, that it gets the right kind of traffic, and that you the members get a great experience.
We also hire programmers who are just involved in coding a specific feature of the site.
