Ok when you pre order a gam if you dont have the money to buy it right when it comes out you can just go and get it whenever you have the money right? Please and thank you

no, once the game is released you they put your copy up for sale so someone else can buy it.

Usually you have somewhere around 72 hrs to pick it up. They do hold it for you for a limited amount of time after that they put it back on the shelf. The good news is that the 5 or so dollars you used to pre-order the game will stay on your account and you can just use it next time you buy a game.

will I still get the extra features of the game that come with pre-ordering?
