My daughter is only 11 months old, so I don't know a lot about potty training. However, I have heard from some moms that if you have the ability to stay home all day with your child, then let him run around the house without a diaper, pullup, underwear... anything. Because there's no diaper, there will be a different sensation when he pees and he'll notice it. Yeah, you might have to rent a carpet cleaner fora day or two, but some things are worth sacrificing.
When he notices he's peeing, rush him to the toilet. Continue to do this all day and probably for the next couple days. He'll understand he's peeing and will end up going to the bathroom.
Check frequently. If he's been dry for 30 minutes, then rush him to the bathroom and wait a while for him to pee. If he sees himself peeing and can associate the feeling with the sight of pee coming out that really, REALLY helps jump start things.
For now, he's likely not going to know when he's going- that takes a bit of practice.
Remember, it's not about intelligence- it's all about body-mastery. He is learning control over an organ that he has never had to control before- it IS going to take some time to learn how to 'hold it' or even to know when it's coming... so even if he gets the idea of going potty, it may be a while longer until he's PHYSICALLY potty trained.
Buy a potty training book for yourself, and a potty training book for your son. I've been told they're great!
I have a 4 yr old and he was 3 before I finally got him potty trained. the best thing, let him pee outside when he has to go, I know this sounds backwoods, but believe me, it really works. they think that it is fun. just tell him, the next time he has to teetee, go out back and when he does that a couple of times, put some underwear on himand he'll start to get the point. You have to make it fun for boys, like a reward system, they're very hard to potty train
