How do you get rock smash on pokemon pearl?

You'll need to defeat the relevant gym leader then once you have the TM for the move, teach it to one of your pokemon. Have you gotten any gym badges yet? I think you need to beat either one or two gym leaders to get it (it's either the first or second one that you get the TM from).

Go to Jubilife. When you get to the entrance go straight. Keep going. When you get to the pokemarket, (like a pokecenter but with a blue top) you go straight then turn right. Keep going til you reach the cave (opening on the side of the wall). Right when you walk in, you will see a guy talk to him. You have to beet the Gym Leader to use the item.
