the pearl/diamond games come with an instruction booklet and basic starting out guid inside the case. if you look in the back, it tells you step-by-step how to migrate onto the new game using another pokemon game cartridge (ruby, emerald, etc.).
basically, you have to beat the game in terms of seeing all 150 pokemon in the game which fills your pokedex. go to see the prfessor. this will set off a cinema in which professor oak comes into the lab and asks you to do him a favor by getting data on more pokemon. he'll give you the national pokedex that has 400 slots.
when you save and turn off the game and restart it, the options screen when you click on the game you want to continue will bear a new option window that says 'migrate poekmon'. you can migrate 6 pokemon at a time. you'll be able to find your migrated pokemon in the Pal Park (if you aren't sure what that is, its the building south of the town where the professer's lab is located; it requires you to be able to surf, so be ready. you may have gone there before only to find it wasn't open).
HOWEVER. you can't migrate pokemon that know HM moves. you'll have to find the move deleter in your other game (ruby) and delete HM moves. this is because in pearl/diamond the HM moves are all different.
