the black stuff is most likely just mold, and you're allergic to that particular strain, yes it could cause a problem, I get real bad allergies every spring and fall, and have cut down plenty of bamboo without incident..I really dont think anything you are experiencing health-wise is a result of the bamboo, but I'm no doctor...if really concerned then see a doctor or allergist.
