The only thing I can say is its kissing. That's all making out is---anything other than that is foreplay and can lead to sex, and it certainly doesn't sound like you are ready for a sexual relationship.
I can only say, maybe follow his lead. But anything that makes you feel uncomfortable--touching your breasts or between your legs--then stop right that minute and tell him NO. Don't apologize and don't let him make you feel guilty. If he doesn't like it--tell him to hit the curb!!
