I guess that depends on your personal views. To some people kissing or heavy petting may be considered "playing around" and to others that's nothing, while actual sexual contact (hand or head jobs, or fingering) are more playing around.

no there is more to playing around. You don't have to be touching a genital area to be intiating sex. You can rubbing up someone thigh or hand. You could be making out or kissing the back of someone's neck.
