If you're talking about online ones there's one called piknic. You don't download anything from it and it has a lot of options.

A good (free) program for simple editing is Picasa, free from Google. Picasa is a free, downloadable program that's practically a one-stop shop when it comes to digital photos!

It's nothing fancy, but the price is right.
