I think it's good if kids have the opportuity to play with both. If they play with dress up dolls (Barbie or whatever) then they can get a lot of fun and ideas for designing their own paper clothes for the paper dolls. My mum used to draw me paper dolls and some dress outlines when I was little, and I used to colour in the outlines. When I got older I learned to make and cut them out myself. The paper dolls are probably more creative in terms of making and designing, but the dress up dolls may help imagainative play and roleplay more, I guess. Both of those things are creative in different ways.

It depends. To develope creativity then whichever one encourages desgning. If they both already have clothes made then either one. But if one lets you desgin and make it is a lot more creative and fun.
