overgrown holly

I have two overgrown holly in my front yard and I would like to know how to cut them smaller so it wont take as much room it is in my front basement window and when it is best to cut them.

Cut them in the middle and make sure you go to the roots. Then plant the other half somewhere else. This is because it is getting to much rain.
