and I had it on a CD that I now can not find.
I can't remember the name of it, or who sings it.
It's a girl, I know that.
and it kinda goes, "I don't need cars to make me happy"
Or something along those lines...
Would anyone possibly know what I'm talking about?

Nope...I dont think it was PCD or JLo. It was someone that isn't still like around. She's still alive...I think. But she hasn't made any music since.
It kinda reminds me of the band Saving Jane for some reason.
