I'd say go to a dermatologist. They know a lot about shampoos so you might need a specific one depending on your hair situation.
Depending on your hair, the problem may not be complicated or require a doctor. You are probably just one of those people with oily hair... Like some people have blue eyes... it is just one of those things.
There are several shampoos you can buy at any drugstore, that is quite cheap, which should help. You should still use conditioner at the tips - even though your scalp is oily. The hair needs the conditioner.
Just look at some bottles at the store - and try them. It does not have to be super expensive.
