Well... if your heat isn't working, either your heater coil isn't getting hot (It could be clogged or disconnected, did you buy it recently?), or the air isn't blowing past it.
I know you say you can hear the chambers opening and closing, but they might not be opening and closing fully.
I know it's little help, but without digging around in your entire dashboard, there's very little way to diagnose.

Why isn't there heat?
2002 Winstar SE .3.8 I have blower fanand a/c works fine. All fans work fine. I cam hear plenum chambers opening and closing. The fans work just fine, but all I have is cold air blowing out. Cooling Temperature normal after warm up.
Any help out...
