I really like this guy who is a year younger than me. he broke up with his girlfriend a month ago and seems like he really dosent care. I really like him but he flirts with this other girl and with me. many boys flirt with me but how can it tell if HE likes Me? Tell me what to do

Just talk to him, enough with the mixed messages and flirting, next time you speak to him and he flirts with you ask him straight out whether he likes you or not becos you like him. He may just like flirting with other girls for now becos he is newly single and enjoying it, nothing wrong with that, so maybe he isnt ready to ask you out yet or that other girl. But if you want to no how he feels just ask him. Now it may scare him away but atleast you will no so you can either start taking it to the next level, or stop wasting your time wondering.
