Contact your local 'Department of Motor Vehicles' - they should be able to help you...Take care !!

For a non-driver ID card, you can go to your local DMV office and fill out the form there and they will issue one to you for a nominal fee.

You will have to show a couple of forms of identification to prove who you say you are, so you may want to check with DMV before going there.
