Navigation bar on website pages

Using NVU I now have all the pages for my website created. They passed 3w as 4.10. The problem is my navigational bar does not work. Does it have to be published in order to work. I would really like to get my site up and running and would appreciate any help you can offer.
When ever I have a question I am referred to faq or a forum and have to read through pages of questions and still never find what concerns me. It would be great to have a human being to give me some answers. Thanks

Usually, for reviewing a site to make sure the links work, I use relative URLs on the site, like so:

a href="somelink.html"

Instead of a full path link, like so:
a href="http://www.funadvice.com/so..."

Does that make sense? Are you using relative paths or full paths for the links on the site? If you're using relative paths (my first example above) you should be able to open the files locally in IE or Firefox web browser to review them & the links should work.
