At one years old you should get it checked out. (jodyd, that only happens in the first few days after birth, sometimes)

Has she been constipated recently? It could be small hemorrhoids that she has (which usually isn't a big deal), but in any case rather get it checked out by a doctor.

You need to at least CALL her pediatrician. You should ALWAYS consult them rather than an online community about your child's health. It is not normal for a baby girl to bleed from anywhere in that region.
