my brothers both went through a stage of that at that age and they're now 6 and 8 years old and don't do it anymore, so hopefully it will stop

First of all, you need to let your mom know that this is happening. She'll want to know in case he starts doing this to people other than you.

He's old enough to learn about unacceptable behaviors. You need to tell him that what's he's doing is not nice, and that you don't like it.

When he chooses to engage in said activity, first tell him no, and if he continues, gently push him off of you and tell him no again. If he continues, immediately go and tell your mom what he's doing.

It's fine that he's playing with himself, as long as he understands that it's something that's okay to do at home, in the bathtub, but nowhere else. It's natural for kids that age to be curious about their own bodies, and it could be detrimental to their development, and they may be confused about things later.

Just make sure you don't engage in any activities with him involving playing with himself. If you do, he may try to get other girls (in his class or otherwise) to touch him there.
