Can my brother live with me?

My father passed away 5 years ago and my mother remarried. My brother went to a foster home now he has been liveing wiith are great aunt for 4-5 years now he is 16 and he wants to live with me but our aunt said no causse she has gardenship of him our mother still has her rights. some one please help me I have a house ,car, and a job so can he live with me?

yes he can he is old enough that he can move out it will be hard but have him go talk 2 a judge an get coustdy of him depending on if hes ben in trouble wit the law or not and when he turnes 17 he can move out no ?ns asked
