No, you shouldn't. Just because you like a guy and he might like you too, doesn't mean you get to label him whatever you want. People often like each other and exchange phone numbers without being boyfriend and girlfriend. You'll have to talk to him and actually ask him if he wants to be your boyfriend.

i wouldn't just say hes your bf it sounds like hes just your friend and unless he also thinks that your his gf then , like you both agea that your going out , then yeah but if he never asked you out and you never asked him out then no i guess not i wouldn't call it a bf/gf relationship
