What is the microsoft's project natal? Is it a new gaming console? Or is it an additional controller to xbox360?

Its a full body recognition scanner that will let you use motion from your body instead of a controller.

Yup. I believe it's a new console. You don't have to use a controller at all, you just move your body to play the games. It looks like the new Wii Fit that's called something like your shape -- it comes with a camera that sits on top of the Wii and your whole workout, it's scanning your body to see your movements.
