The Bible does not say the the act of masturbation is a sin. After extensive study, the only thing that I can find wrong with it is the thoughts you have when you do it. The Bible says that if you lust after a women you commit adultery with her in your heart. If you can't do it without thinking sexual thoughts, then you cannot do it without sinning. As far as touching things afterwords, that is an orthodox Jewish teaching that is to be respected, but Christians do not practice Levitical law so I think you are okay to touch whatever you want afterwards.
The Bible talks about sexual purity, and gives some details about what that means. It doesn't actually mention mas*urbat*on , so we have to decide on how it fits under the label of 'sexual purity'.
Ove the years, a lot of men, sometimes celibate ones, have tended to tell the rest of us what sexual purity looks like. I don't think they used Biblical standards alone - they used their own imaginations, fear of sexuality, or current moral standards, as well as Biblical interpretation.
So, there are basic Biblical standards of sexual behaviour which I think are easy to agree on - that sexual relations are for marriage, for example, but there are others which have been interpreted differently at different times and in different churches. And you could say that my own understanding is just as biased as any of the others - fair enough.
Your friend is saying something that sounds very Jewish - the Old Testament of the Bible includes cleanliness laws about not touching things after an 'emmission'. To my mind, that's not Christian teaching.
You seem to be talking about wet dreams, which is just the way the human body and mind are designed. God designed us. These things are involuntary, so I don't consider them to be sinful. I also think that mas*urba*ion is not sinful, unless we're talking about using pornography, or avoiding sex within a marriage. We do need to be careful - we are not meant to mess up our body, our minds,our souls or other people's lives with our sexual behaviour. But I don't think that mas*urba*ion does that.
