It's normal, but only to a point. You are probably very mature for your age, and if everything were right in the world, you would be able to start thinking about a future marriage. Since everything isn't right in the world, it'll probably be many years before the government will let you marry. It's better to masturbate than to have relationships with boys that can't legally marry you, because the boys will use that as an excuse to leave you after they get what they want from you.
