Yes, it's perfectly legal to own a lockpicking kit. I researched it pretty heavily when I got mine. It's only illegal to (obviously) use it in the commission of a crime or to sell locksmithing services without a license.
I just use mine for picking locks at home because it makes for a good party trick and feels pretty cool when you get it open.
