Locked questions?

I was just wondering why questions are locked instead of just deleting them?

Sometime questions are locked if they are unapropriate but if they are deleted then its more of a concern about people getting bad ideas from the question and encouraging the question asker by funmail so its better if they are deleted.

We tend to lock questions also when the answers get out of hand and off subject. Sometimes we have some really good questions with really good answers, but some users will go on about other topics on that thread. So we lock that to keep the good stuff but stop it from going out of topic.

Questions get locked because people probably ask questions that are against the policy. they probably aren't deleted because people might still want to read them.

I'll also add that many times inappropriate questions will be locked by an advisor to be deleted by a moderator later.
