"locked for answering"??

What does the red print mean when it says 'locked for answering on ....'?

An advisor of the site can click 'lock to answer' and then post advice to a question. Since most of the time, advisors & regular users simply enter stuff in the 'comment' box, the 'lock for answering' feature doesn't make a lot of sense anymore.

We are planning a rewrite that will address this issue, and I understand that it's a bit confusing.
