Modern theory is particle-wave duality. Basically it has properties of both. It has frequency and wavelength just like a wave, but its made up of particles called photons.

If I've learned right from the TV science programs, I believe it has the properties of both.

Light is electromagnetic energy, which travels in waves. however, it also has Mass, which gives it the characteristics of a partical.

This question may not be answered in our lifetime, but one of the current theories is that light is its own entity (photon).

long drawn out physics discussion ensues, so I'll cut myself short :P
