Hi,

It is open but you must email your parents asking for permission before entering. I found this on their site explaining it:

From the Kinzchat Plus area, your child will be asked to e-mail you, and request permission to access Kinzchat Plus. If you allow your child to play in the KinzChat PLUS area, they will get a KinzPost letter in their room granting them access to KinzChat Plus.
