It's a free country, there are no rules on how someone is 'supposed' to speak. How long has he been in NY? Speech/accents/slang can 'rub off' very easily. I stayed in PR for a while and came home to PA with a slight accent. It's easy to mold into different cultures once you've been there for a little while.
