is it ok the talk to people on chat rooms if you dont give any personal info to just to have friendly conversations

Yes just never give your personal details phone address place you work um... even your school or sports teams out. I read a story the other day about this girl who made friends with a guy online and only told him that she played for a hockey team and this guy had seen her photo before and found where she lived! HE began stalking her and police caught him before anything happend. Thank god.
