Yep he is just shy! it sounds to me that he is giving you all the attention but is to shy to ask you out becos he prob doesnt know if you like him or not. Try giving him some extra attention to show him that you like him more and that will boost his confidence. He is prob thinking that he wants to ask you out but is afraid he will make a fool of himself if you dont like him and say no. Give him hints that you like him and it will boost him up.

That means its a joke or he really likes you that everyone knows about it because he keep on talking about you.It take time and if you cant wait than ask him out. Thers no harm in asking a guy out. Or making the first move. I went through that with my boyfriend, it took him awhile to ask me out and when we were I asked him why and he said he wasnt sure if he was ready. But it was all worthwile because now he knows he is and he's confident in our realationship.
