It's not an alternative history that I know of. I read the first book in the series A Game of Thrones and was impressed. Unfortunately, I haven't had time to read the rest of the series.

From what I recall, the northern border issue with the guards that were forced to live in a near endless winter, it doesn't have any bearing on any history that I know of. You can make similar arguments about alternative histories for many fantasy works, which tend to borrow elements from history folklore to evoke a sense of belonging provided a grounded point of reference upon which to drape the rest of their fantastical tales.
