This isn't enough information. But in general, 7 year olds are very maleable, so if this was an environmental issue (child abuse for example), reform is possible under the right care.

I WOULD DEFEINITLEY PUT HIM IN SOME KIND OF JUEVENIEL DETENTION FACILITY WITH THERAPY AND DEPENDING ON THE SITUATION OR HIS STATE OF BEING AND IF HE IS MENTALLY STABLE I WOULD THEN ORDER HINM TO BE SENT TO A MENTAL HOSPITAL OR CORRECTIONAL FACILITY AS AN ADULT
