Pull his hair and see if he likes it, I wouldn't let him do it, could be causing stress on your scalp.

Pulling hair during sex is unnecessary and it's disrespectful to you (especially seeing as it concerns you). Tell him that he has to stop because you're a little bit worried about your hair and scalp. If he cannot respect your health and opinion, then something needs to be done. Talk to your partner and see what compromise you can reach .
