I'm not 100% sure but here's what I do know...
your harddrive basically is your computer and everything on it
the music files are separate from the program iTunes so if you uninstall the iTunes the music will still be there, reversely if you delete the music iTunes will still be there
now as to if you (lets say) download itunes on another computer, and log in, will all your files be there... no... does itunes allow you to re-download for free I'm not sure
so if I understand correctly you have gotten/need to get a new hard drive?
so none of your files would be on the new one...
the SAFE bet is to get/borrow an external hard drive and put all the files on it then transfer onto the new hard drive when it's installed onto your computer, thats what I would do because I know it would work and this is what I've done in the past, so personally I wouldn't trust the other way but they may be right...
the other option is to download a program called idump (can be found on download.com)
this program does the impossible and will actually allow you to transfer your music from your ipod to ANY computer whether or not you are signed in on it using iTunes... this would work great if you have a large enough capacity on your ipod and can hold all your music files...
personally my 30 GB iPod is over-full so doesn't have all my music, like I said go with the safe bet and use an external HDD... it works indefinitely... I wouldn't go the other rout and chance loosing the music because its hard to reinstall a harddrive after its been uninstalled... but if they've done it before and they know it works do that I guess

If itunes uninstalls does it delete all your purchased songs?
When you get a new hardrive, it uninstalls everything, correct?
Which means it uninstalls itunes, but if you reinstall itunes, does the songs you purcahsed stay on there or do you have to re-purchase them all?
