I think you need to sit down and have a sister-to-sister talk, it seems like she's just dying for attention. It sounds like she's been so unstable with so many people she just wants someone to lean on and someone to show they care about her. Don't give up on her, it sounds like she's emotionally confused and is showing it in her own way that she needs someone who isn't going to walk away from her life.

you know what its just like me with my family and the way I did get around it was talk to mom and ask if you to could talk in person alone and tell her how you feel and then make sure that you explain everything.
