Ice cream is made by lowering the temperature of a mixture of cream and sugar past the freezing point of water (usually with salt and ice), agitating it to prevent to formation of ice crystals, and introducing air to add fluffiness and volume. Without an ice cream churn or an electric ice cream maker, this is a very labor-intensive process, and trying to maintain the perfect balance of all three elements is rather difficult.
Some folks on the site below wrote an article about how to do it at home without a churn, but you can see from the pictures that even their best efforts resulted in something that barely resembles what we think of as ice cream.
