But I'm not sure.

You cant without permission and there is no way you'd get emancipated for that reason. Unless you're being put in danger there really isn't much you can do at your age, by the sounds of it you aren't living in a dangerous household.

I wouldn't think you can unless your cousin is over 18 and your parents agree to sign her as your legal guardian?
