This is confusing - can you elaborate? You have a biological sister that you love, but she has a girlfriend? As in friend-girl or "girlfriend" in that she's a lesbian?

If you are related by blood then that would be incest. You should not mess around with blood relatives. Not only is this a social rule, but it is genetically dangerous (not that two girls would produce any babies, but you know, in general incest produces mutations).

Yes you really need to tell us more details......because if she is related to you by blood you cannot be with her becos its disgusting and you may risk losing her.

There are a lot of different kinds of love and when we are young it can be confusing. There are husband and wife love, friendship love, cousin love, brother and sister love. Each love is different. You may love your sister but that isn't the same love as a mom & dad love. You feel close to her, you admire her and perhaps you would like to be more like her. If you feel you want to have an intimate relationship with her you probably are just curious but being curious and acting on it are very different. If you continue with these thoughts seek out the school counsellor or family doctor. They can help you sort out some of these feeling. It is illegal to have this type of relationship with a family member for many reasons. So push these thoughts away and seek some counselling.
