I am so sorry, that is a very tough predicament. Since you are both blood related it would be dangerous for you two to ever have children. In many states first cousin marriage is prohibited.
Now, I know this is only a budding romance and you probably wont get married. But who knows?! Also, you may have a baby by accident. Also, it will definitely be uncomfortable for the entire family.
What makes it worse is that your friend likes him.

But what is truly, truly strange about this is that he has feelings for her too. Thus, the person you should truly be mad at is your cousin. He doesnt love you. You need to tell your friend the truth and agree to avoid this guy. If she doesnt agree, stay friends with her and just feel sorry that she is dating such a two faced person.
