Assuming that both of you speak and understand English, what's wrong with just telling him in plain English what you want? He shouldn't have to read your mind, and he may not have psychic abilities anyway, so when you're snuggling and cuddling, just tell him, "It's OK to feel my breasts" or "I'd love for you to touch my breasts." Just decide when you're going to do it and leave the bra at home for the occasion.
