Really depends on the type of mask you want to make. But, the best way would be to use a balloon & papier mache to cover it. Then after it dries, pop the balloon & carve out the mask.
And then cut out eyes, decorate, etc. If you can swing it, get some help making a mold of your face and then use that for the mask so it fits better.
