How to make bald man look like rhett butler?

My husband and I are going to be Rhett Butler and Scarlett O'hara for an event coming up. The problem is that his head is shaved bald (he's dark blond naturally) so I don't know how to make him believable as Rhett Butler. Does anyone know of a good wig that'll be okay? He should be wearing a hat most of the tim but he'll still need some hair underneath. Also, how do I make a thin mustache?
