How to install gta 4 (1c) russia to pc?

How to turn it to english?
Can someone pls tell me how to install it? I might able to turn it to english once I manage to install it.

When I launch the setup.exe it shows a window of installershield.

Something written on it that I couldn't understand...

How am I supposed to install this?

O_o well I've had quite a few russian games myself

in short :

id it doesnt have any sort of options at the beginning of the installation it cant be turned english once its installed

the ??? generally is the install button (the arrow gives the clue), if it quits then its a fault in the installer

you could manually install the game but that would be a pain in the a$$ and take forever, if you know where then just download the english version, its about 7GB but with a 200kb/s+ download speed youd have it for under 3 hours...
