Some people can do it naturally, they are flexible. What I would suggest is excircises with the legs. Other than that- try out for gymnastics because they really get you flexible and active !
All I know is to like do splits against a wall and then you have to push yourself or get someone else to push you against it until you are flat up against the wall.
I think you can also do frog-split things where you lay with your stomach on the ground and you put your legs in a position that looks like frog legs and then you have to push your hips to the floor or have someone else help you do it.
Does any of that make sense? I hope it does. 
N.B.
You most likely won't be flat the first time you do it, but you push yourself a bit further each time you do it; don't push all the way in the first time or you'll seriously hurt yourself.
all you gotta do is stretch dude its easy I was in gymnastics just like google gymnastics stretches or something and do them they will work in no time :D
Practise every day pushing further each time but not enought to really hurt just a little stretch hurt if you can understand that lol.
strech while you are doing everything and anything! As soon as you stop feeling a strech, pull yourself more
