most basements are dark so a pale colour is best like cream or magnolia
it will make the space look bigger to
if this is to be turned into a more domestic type area then you can add carpet to the floor to keep the warmth in but if its just to brighten up a work space then
pale colours and lots and lots of lighting (strip lighting is horrid and I sware it makes you ill ) go for bright and if you can use day light bulbs (you can by them online or from camera supply shops like jessops) brightens the room so much better
