How to build floors on the sims 2 double deluxe ?

How can I add another floor to my house ? I'm trying to make more than 1 storie , I'm trying to make a huge house so all the sims in the neighbor hood can live in it ^^

click the up arrow that makes it go up to the second story

then go to tools and click the roof icon

then click the flat one and there should be a floor there
